RRS separates candidate-facing employment information, confidential case-management information and employer-visible information. Testing and safeguarding records sit behind additional restricted controls.

Three-layer access model

Candidate record: goals, skills, plans, achievements and agreed support. RRS confidential: case-management, welfare and intervention records. Employer information: only employment-relevant information approved for the placement.

Candidate information promise

Information is shared for a defined purpose and on a need-to-know basis. Employers do not automatically receive treatment history, clinical information or detailed recovery records.

Safeguarding

Safeguarding concerns are escalated through controlled RRS processes. Employer users do not receive unrestricted access to safeguarding or recovery records.

Testing and assurance

Testing administration, where appropriate under the agreed RRS policy, is treated as restricted information. Employers receive a proportionate assurance status rather than detailed clinical or test records.

Community-interest accountability

RRS is being established as a Community Interest Company. Its governance model is intended to connect organisational growth, stakeholder voice and transparent reporting to measurable community benefit.
